have you tried uninstalling/reinstalling it? Since you're not even getting past the creation screen, that might be the best thing to try first. Uninstall, reinstall, patch, maybe defrag the computer. If not, sorry, I don't know much about Icewind Dale, just generic game troubleshooting.

does it only freeze for that game? Do you have any other 3d-intensive games?
If it freezes on all 3d-intensive apps, then it's motherboard drivers, graphics drivers or directx. Hopefully. If it's just that game, there's something wrong with it.
