Could it be a virus?/windows firewall issue.

what i noticed is that my cousin has exactly the same issue, anyone else has this problem?

I don't have any problems with the security centre, I switched it off. What firewall were you running before the Windows firewall?

did you disable the firewall service by any chance? That'll cause it to fail on startup.
