screw what windows says.
When you first boot up, right above the memory count, should be your processor speed. Check what that is. It's probably wrong also. If that's the case, you need to go into your BIOS and set your processor speed appropriately.
By default, most motherboard (in my experience) choose very safe settings. You have to go into BIOS and tweak your shit to work the way it's supposed to. For instance, I always have to tweak up the processor speed and memory timings at a minimum. There's plenty of other stuff in there to tweak too.
So...figure out what BIOS settings you should have for your CPU and then go make it happen.

you might be able to find a 3rd party app to look at it. I was trying out all kinds of things to figure out wtf my mom had in her OEM-built box. Can't remember what they are now, but just google it. Look for system information programs or something.
