Memory has nothing to do with intelligence. Intelligence is problem solving, deduction and logic. Even if your memory is crap, you can still be very intelligent.
Wisdom is a measure of common sense and insight. It is the ability to have sound judgement instead of emotional reaction.
There's my slant on it anyway. The only way you are going to be able to determine intelligence is with some sort of logical puzzle. There are plenty of those on the internet. Personally, I would have a series of questions that target both aspects, but not display which is for which.
Regardless of you what you do, it is inevitable that you will rely on the honesty of the users, and the only one the users will end up fooling is themselves.

6 attributes - first notes
OK. I didn't have time to read what you write, but I
will write my first impression about Str, Dex, Con,
Int, Wis & Cha.
This is not static think so, if you give me better
idea, I will agree with that.
So, where is the key? I battled one time hmm, ...
big discussion about Int and Wis in the DND and DND2
rules.
By the DND and the DND2 Int is no other than your
knowledge, school and learned, learned and only
learned. And, Wis is no more than real Int and real
Wis mixed into one, by misterious proportion.
My big discussion has produced by that I cannot
agree with that Int is not real Int and Wis is not
real Wis.
As one who never really think about this theme, I
cannot exact say what are Int or Wis (who can?!!),
right now. But I can notice several details about:
Intelligence and Wisdom:
- Intelligence is more inductive than deductive.
- Wisdom is more deductive than inductive.
- Intelligence is (in biggest part) tool for getting
knowledge and experience by accidents.
- Wisdom (in biggest part) requires knowledge and
expirience to express.
- Wisdom help you to use you knowledge and abilities
on best way that exist.
- Intelligence helps you to solve no-usual
situations or to compense your lacks or knowledge-
wholes.
- People who have high Int do-not-must use them.
Paradoxly, 60% (or more) of them are very lazy and
their capacities stay no used. (Pity)
- People (above 50y) with high Wis usually cannot
look different than drunk-babbling mans at first
sight.
- Inteligent people usualy have open look.
- Wise people usualy have closed look.
- Int best works in here&now situations.
- Wis best works in 100-years-riddle situations.
Dexterity and Intelligence:
- When you have general excess of Intelligence, he
usually goes on Dexterity development.
- Sometimes, with high Intelligence, human
can 'emulate' addition for dexterity and make it to
look higher.
- Both have influence to reflexes.
Dexterity, Strenght and Constitution:
- "These three things make your body and your body's
moving throught world."
- Dexterity increse effect of using your strenght
(you will wait for death to smash somethin's face if
you cannot hit it.).
- Constitution allow you to express your dexterity
(dex-man can easily walk by jumping on one hand but,
what if con is low and his brain blow of high blood
pressure?)
- Constitusion allow you to express your strenght
(high strenght means nothing if your body cannot
take using it.).
Dexterity:
- Good question is: "Can you run down by the stairs
stepping 4 lvls at each step?".
Charisma:
- No. of close friends do not work. Simpliest ex.:
what if person do not want friends?
- Cha is ability to command to free man and make he
to follow you (most nearly) without persuasion(s).
- Cha can be used for manipulating with peoples for
reaching your own goals. That's easy if wis of that
person(s) is low but, it's very difficult test of
cha if victim's wis is high.
- Your Sex&look have great influence. (If you are
fox-female and good look... you can manipulate with
many of males.)
