Basically the mail server is picking up your attemp to send a message through it.
it looks at the email address and possible the originating IP address/hostname
if it doesn't like one, it says no and generates that error... ie, no relaying. Why? Spam. Open relays (ones that don't check email address and/or hostname/ip) are the biggest source of spam.
How do you fix it? You don't. I think Outlook Express allows sending from Hotmail, but they're both microsoft products. You can check hotmail.com and see if they have instructions on how to use another mail program for outbound...but I doubt they do.
