This is were the scene took place (i shamelessly copied this):

The event was organized by the four journalists of color organizations: the National Association of Black Journalists, the National Association of Hispanic Journalists, the Asian-American Journalists Association and the Native American Journalists Association" So if the event is organised by native americans, you can expect questions about native american issues, tribal sovereignty applies on indians (and i think it doesn`t apply on anybody else unless i understand it wrong). So he should have known what it was or should be briefed before the conference, that it didn`t happen shows he didn`t consider this as important imo. Would that be because he doesn`t score good by colored people and he knows that, so he thinks screw them? Btw it`s about indian territories are under federal laws instead of state laws or something, right? Or maybe it`s bigger, but it applies on this example.
