Typically, countries with a history of manifestations, riots etc. have no trouble in dealing with hooligans on EC/WC's. Like Italy, and even belgium. We got a pretty big (big to belgian standards obviously) carpark of armored riot breaking cars, eqiupped with water cannons. And apparently a lot of them suckas had never met one of those before, and thought they'd stand up to them, thinking "it's only water". And well, next thing they know they were being swept 15 metres over a cobbled marketplace, most probably bruised like hell. I once got hit by a water cannon on my arm (at a football game, innocent bystander )and it was blue for a frigging week. Hurt like hell.
