I assume you're talking about Salman Pak here.

from the 9/11 commission:

The existence of a terrorist training camp at Salman Pak has been long known, but the aircraft used for training was an old Soviet Antonov and not a Boeing 707.

The CIA believes that the last anti-American operation planned by Iraq was the April 1993 Bush assassination attempt in Kuwait.
